What is the Energy Bills Discount Scheme?

WHEN IS THE APPLICATION WINDOW?

Application window for EBDS opens 26th April, for 90 days.

The UK Government has released an update on the Energy Bill Discount Scheme and the additional support available for Energy & Trade Intensive Industries (ETII) and Heat Networks.


You must provide evidence that at least 50% of your revenue in the financial year 2022-23 has been generated from UK-based activity within one of the eligible SIC code sectors.

Applicants will need to provide information about their organisation or business including:


  • contact details
  • registered name and address
  • company registration number (if you have one)
  • up to 4 ETII eligible SIC codes
  • whether you pay bills directly to an energy supplier and details of any intermediaries involved (such as a landlord)
  • the names of gas and/or electricity suppliers
  • the gas or electricity meter point numbers (MPRN or MPAN) associated with the property, found on your bill from your energy supplier
  • the name of your organisation as it appears on your bill from your energy supplier(s)
  • a declaration letter signed by a named director or equivalent of your organisation or business (a template will be provided)

AM I ENTITLED TO ANY SAVINGS?

QUALIFYING BUSINESSES ARE ENTITLED TO RECEIVING A DISCOUNT

Qualifying businesses would receive a discount reflecting the difference between relevant wholesale price and the price threshold, which are as follows:


  • Electricity - £185/MWh (18.5p/kWh) 
  • Gas - £99/MWh (9.9p/kWh / 290.14p/therm) 


Eligible businesses paying wholesale energy prices above these thresholds will receive a maximum discount of £40.0/MWh (4p/kWh / 117.23p/therm) for gas and £89/MWh (8.9p/kWh) for electricity, which will only apply to 70% of energy volumes. 


For the remaining 30% of energy volumes, the baseline support for all UK businesses will apply (the January update above gives you all the details). 

HOW AND WHERE DO I APPLY FOR THE ENERGY DISCOUNT SCHEME?

FROM APRIL 26TH YOU HAVE 90 DAYS TO APPLY

The application portal will open on the 26th April, and you have 90 days to apply. Any additional relief will be backdated to 1st April by suppliers once the application is approved.


Eligibility for ETII support


An organisation is considered eligible for ETII support if at least 50% of its revenue is generated from UK-based activity within eligible Standard Industrial Classification (SIC) code sectors.


The discount will apply to 70% of energy volumes.


You must have a non-domestic contract with a licensed energy supplier and be:


  • on existing fixed price contracts that were agreed on or after 1 December 2021
  • signing new fixed price contracts
  • on deemed/out of contract or variable tariffs
  • on flexible purchase (or similar) contracts
  • on variable ‘Day Ahead Index’ (DAI) tariffs (Northern Ireland scheme only)


For local authorities, eligibility may be determined at a premise level. Where there are no relevant financial accounts, the local authority will be required to declare that at least 50% of the space within that premise is taken up by operations within eligible sectors.


You will need to apply for support in the same way as ETIIs with licensed energy providers if:


  • you’re an ETII that uses energy from a license exempt energy provider
  • you’re part of the Non-Standard Cases scheme


You should apply even if energy prices are currently lower than the threshold to receive the discount.
